Colonel Rasmussen received his medical degree from Mayo Medical School in Rochester, Minnesota, and performed surgical training at Wilford Hall Medical Center on Lackland Air Force Base (1993-1999). Colonel Rasmussen completed vascular surgery fellowship at Mayo in 2001 and was assigned to the National Capital Area. After September 11th he began caring for combat-injured at Walter Reed. While in Washington he completed an assignment at The Uniformed Services University while continuing his practice at Andrews Air Force Base and Walter Reed. In 2004 Colonel Rasmussen returned to San Antonio and deployed to Operation Iraqi Freedom. After which he initiated a vascular injury and hemorrhage control research and innovation program. He completed tours as a surgeon in Iraq (2005, 2008) and Afghanistan (2006, 2010, 2012) and led training missions in Morocco (2006), Pakistan (2007), and Russia (2005, 2007). His research and teaching efforts have resulted in over 100 publications, 25 book chapters, 2 textbooks, and 4 patents or copyrights.
Colonel Rasmussen served as Deputy Commander of the US Army Institute of Surgical Research in San Antonio from 2010 to 2013. In 2014, Colonel Rasmussen accepted an assignment as Director of the US Combat Casualty Care Research Program in the National Capital Area. He is the Harris B. Shumacker Jr, Professor of Surgery at the Uniformed Service University in Bethesda, and holds credentials as a surgeon at the Baltimore Veterans Administration Medical Center and the University of Maryland Shock Trauma Center in Baltimore. Colonel Rasmussen serves as Chairman of the Military Liaison Committee of the American Association for the Surgery of Trauma and his awards include the Gold Headed Cane (2008) for outstanding clinical and academic practice and the Baron Dominique Jean Larrey (2011) for Excellence in Military Surgery. Colonel Rasmussen has been awarded the Air Force’s Achievement and Meritorious Service Medals and the Army’s Commendation Medal.
