Richard Walter has a long history of complaints handling within NHS Lothian and the Scottish Ambulance Service spanning nearly 30 years prior to taking early retirement in 2017 and pursuing his interest in buses and coaches through photography, writing books, and working on a weekly magazine.

He chaired the NHS Complaints Personnel Association Scotland (NCPAS) for around 15 years which assists in the development of professional practice, policy, procedures, regulations, and legislation in respect of the management and administrative handling of complaints within the NHS.

In 2008 he was a member of the Scottish Government Fit-For-Purpose Complaints System Action Group as part of Professor Lorne Crerar's review of scrutiny and complaints handling. He has worked jointly with many other public and private sector organizations on complaints initiatives including the Scottish Public Services Ombudsman, former Police Complaints Commissioner for Scotland, General Medical and Dental Councils, Scottish Legal Complaints Commission, Citizens Advice Scotland, Craigforth Consultancy, and Consumer Focus Scotland.
