As a professor and past chair of the Physiology Department, University of Kentucky (UK) College of Medicine, and the founder and director of the UK Outreach Center for Science and Health Career Opportunities (1992- present), Dr. Frazier has considerable experience in developing faculty research programs as well as planning and conducting educational programs in health science careers and career development. Over his academic tenure, he has had vast experience in developing and implementing programs to motivate students to pursue careers in the biomedical sciences.

Many of his organization's funded (NIH / foundations) programs targeted minority and rural students focused on making science more accessible to these future scientists and health care workers. His center has organized workshops, summer undergraduate research apprentice programs (on-going), and mentored undergraduate and graduate students.

He is currently funded by NIH-NIGMS (1998 – 2015) to develop and implement a web-based course and workshop series to assist faculty at minority-serving institutions in developing grant-writing skills. Equally significant is his track record in neuroscience research over the past several decades. His own history of conducting bench research, extensive administrative experience, long-standing commitment to academic programs involving underrepresented faculty and students, and UK, regional, and national connections all position him well for his leadership role.
