Andrey Ostrovsky BA, MD

Andrey Ostrovsky, M.D. is a practicing physician, social entrepreneur, and health policy expert who specializes in human-centered design, lean management, quality improvement, population health, and digital health. Dr. Ostrovsky was most recently the Chief Medical Officer for the Center for Medicaid and CHIP Services (CMCS), the nation’s largest insurer covering over 74 million people, annually.

He was responsible for developing Medicaid’s opioid strategy as well leading its burden reduction efforts and claims data strategy. Dr. Ostrovsky is also an attending physician at Children’s National Medical Center in Washington, DC. In 2009 Dr. Ostrovsky worked at the San Francisco Health Department, where he created San Francisco Community Vital Signs, a technology platform that aggregates public health data. Results from the Vital Signs project caused the city to realign its $1.2 billion health department budget in order to address the community’s most pressing needs.

In 2011 Dr. Ostrovsky became Health Policy Fellow to United States Senator Ben Cardin (D-MD), and after time spent drafting legislation in Congress he started Care at Hand, an evidence-based predictive analytics platform that was sold in 2016 to Mindoula Health, a behavioral health case management company. Dr. Ostrovsky has volunteered as a member of various advisory boards focused on health information technology, quality measurement, and healthcare innovation. He holds a B.S. from Boston University, an M.D. from Boston University School of Medicine, and completed his clinical training in the Boston Combined Residency Program, the flagship pediatrics program for Harvard Medical School and Boston University School of Medicine.
