William Macbain

Bill MacBain is a Senior Vice President of Strategy at Gorman Health Group (GHG). In this role, he is responsible for providing guidance to health plans in the development and execution of profitable business models, drawing on 20 years of on-the-ground experience in operations and finance. His client engagements include strategic planning, financial planning, feasibility analysis, due diligence reviews, operational assessments, and gap analyses. Bill brings GHG clients more than 35 years of experience as a senior health plan executive and strategic consultant.

Bill’s representative engagements include developing financial projections for several provider organizations that were evaluating the prospects for starting their own Medicare Advantage (MA) plans, building financial models to demonstrate the financial impact of specific care management initiatives, and evaluation of current operations of MA plans to identify opportunities to improve results.

Before joining GHG, Bill held senior executive positions in health insurance finance and operations, primarily in provider-owned health plans, where he effected significant improvements in financial management and operations performance. Bill has served as Chief Financial Officer of a large regional health plan, was Chief Operating Officer for one of the largest rural-based health plans in the nation, and held senior finance and operations positions with several start-up health plans. He also contributed to federal and state health insurance policy as a member of two federal Medicare advisory commissions – Medicare Payment Advisory Commission (MedPAC) and Prospective Payment Assessment Commission (ProPAC) – and as president of the Managed Care Association of Pennsylvania. Bill also served as a board member of the American Association of Health Plans and the Group Health Association of America, predecessors of today’s America’s Health Insurance Plans (AHIP).

Bill earned his BA and MHA degrees from Cornell University.
