Dr. Stephan L. Foster, retired as a Captain from the US Public Health Service in 1998. Dr. Foster, a strong advocate for the pharmacist's role in public health, has served as the American Pharmacists Association (APhA) liaison representative on the Center for Disease Control and Prevention (CDC) Advisory Committee on Immunization Practices (ACIP) since 2001. He is a national faculty and writer with APhA's Pharmacy-based Immunization Certificate Training Program and has been a featured speaker and author in many immunization education programs.

Dr. Foster has personally trained thousands of pharmacists as immunizers and through his work with student pharmacists has facilitated the vaccination of more than 10,000 Tennesseans. His collaboration within and outside of pharmacy has led to his 2006 appointment by the governor of Tennessee to chair a committee on cervical cancer prevention. The state also has used his knowledge and skills in the development and implementation of its pandemic preparedness plan. Dr. Foster retired as a professor from the University of Tennessee College of Pharmacy in 2016, however continues his consulting work in the area of vaccines.
