Sheila Quilter Wheeler, President of TeleTriage Systems, pioneered the telephone triage field. Ms. Wheeler’s innovations include a 1993 best-selling classic “Telephone Triage: Theory, Practice and Protocol Development”(TeleTriage Systems Publishers), the first tele-triage training manual. She served as the Editor-in-Chief for the 23-person Guideline Task Force to develop "Telephone Triage Protocols for Pediatric and Adult Populations” the first 5-level triage, comprehensive, age-specific, set of tele-triage guidelines. Ms. Wheeler founded the first annual national conference -- “Telephone Triage: Essentials for Expert Practice” (1994- 2002).

Wheeler's working prototype (integrated universal guideline and EHR)is designed to improve the telephone triage process while reducing common errors related to communications, assessment, continuity and informed consent. Ms. Wheeler's experience as a front-line practitioner, consultant and expert witness on more than 35 telephone triage malpractice cases informs the prototype design as well as evidence, standards and models developed by Donabedian, Gawande, Clawson, Wachter, ACEP, IOM, Joint Commission and other QA and patient safety leaders. 

Ms. Wheeler is currently President of TeleTriage Systems (www.teletriage.com) and consults in the following areas: expert witness for legal cases, program development, clinical engineering, new product and QA development, risk management, research and training.
