Sally Warren

Sally Warren is Deputy Chief Inspector at the Care Quality Commission, with responsibility for adult social care across London, the new market oversight regime for difficult to replace providers of adult social care, and safeguarding. In 2013/14, Sally was Director of Programmes at Public Health England (PHE), with responsibility for defining and delivering the public health contribution to integration and to dementia, including leading implementation of Dementia Friends with the Alzheimer’s Society. Prior to this role, Sally was Director of Social Care Policy at the Department of Health, responsible for reforming the policy, legislative and financial framework for adult social care. Sally has 14 years’ experience at the Department of Health, including as Deputy Director with responsibility for the Care and Support White Paper, funding reform (Dilnot) and social care finance; Deputy Director of Financial Planning, responsible for negotiating the Spending Review for health and social care in 2007; and Private Secretary to the Secretary of State (Patricia Hewitt). Sally was Joint Programme Director for the London Borough of Hammersmith and Fulham, and H&F Primary Care Trust in 2008/9, leading the development and implementation of a business case to integrate management teams under a single Chief Executive.
