Ruth Ann Dorrill is Regional Inspector General for the Region VI (Dallas, TX) Office of Evaluation and Inspections, Office of Inspector General (OIG), U.S. Department of Health and Human Services. Ruth Ann has been with the OIG for 23 years and led national teams in evaluating HHS programs, including leading an ongoing series of national studies about patient harm in hospitals and nursing homes. The work established the only national incidence rates for adverse events among hospitalized and post-acute patients, referenced in hundreds of academic journal articles and media publications including Health Affairs, the New England Journal of Medicine, and the British Medical Journal. In addition, she has led OIG’s national hospital and nursing home emergency preparedness work for over a decade, and prior to that authored a series of reports regarding nursing home survey processes, deficiencies, and penalties. Ruth Ann is also involved in the evaluation of program management in HHS; in 2016, she led a management case study of HHS’s problematic implementation of HealthCare.gov.

Ruth Ann received the Bronze Medal for Outstanding OIG Service in 2000 and 2010 and received the HHS Secretary’s Award for Excellence in Management in 2016. She has been a featured speaker at healthcare conferences, including the Institute for Healthcare Improvement and the National Association for State Health Policy, and interviewed on healthcare quality and safety by The New York Times, The Washington Post, and National Public Radio. She was the keynote speaker for the 2016 National Health Lawyers Association Conference, Long-Term Care, and the Law and for the 2018 Healthcare Financial Management Association Winter Institute. Ruth Ann is a Senior Fellow at the Partnership for Public Service in Washington, D.C., and holds a Master of Public Affairs from the University of Texas at Dallas and a Bachelor of Science from Baylor University.
