Rachel L. Harrington PhD

Dr. Harrington is a Research Scientist in Performance Measurement and has been with NCQA since 2019. She leads measure development and testing in the area of health care resource utilization and serves as the scientific and project lead on multiple federally funded NCQA measurement projects. This includes HEDIS risk-adjusted utilization measures, appropriate medication use in the elderly, and strategies for evolving approaches to social determinants of health in quality measurement. Before joining NCQA, Harrington led North American health economics and outcomes research for anti-infective products at Astellas Pharma. She holds a Ph.D. in Pharmacy Systems, Outcomes, and Policy from the University of Illinois at Chicago College of Pharmacy and a BA from Marquette University.
