Prof. dr. Özgür Bilgin Topçuoğlu was born in 1976 in İzmir. He graduated from Kadıköy Anatolian High School in 1994 and from Istanbul University Cerrahpaşa Faculty of Medicine in 2000. After completing his neurology residency at Marmara University Faculty of Medicine, Department of Neurology, he worked first as an observer and then as a visiting scientist in video EEG and adult sleep laboratories at Ludwig-Maximillian Universität /Munich-Germany. After completing his compulsory service at Karaman State Hospital, he worked as a chief assistant at Erenköy Psychiatric and Neurological Diseases Department. Conducting the Epilepsy, Movement Disorders, and Sleep Disorders polyclinics in this institution, Prof.Dr. Bilgin Topçuoğlu took an active role in the establishment of the Sleep Laboratory as well as being responsible for the epilepsy laboratory. Afterward, he worked as a neurology consultant in addition to his duties at Süreyypaşa Chest Diseases EAH Sleep Laboratory and Palliative Care Service. Prof.Dr. was entitled to receive the title of associate professor with the exam he took in 2017. Bilgin Topçuoğlu completed her master's degree in Electroneurophysiology at Marmara University in 2019. As of 2020, he has been working as the head of the Istanbul Kent University SHMYO Electroneurophysiology Program. Simultaneously, he accepts patients at Acıbadem Bağdat Caddesi Medical Center. Prof. Dr. Bilgin Topçuoğlu, psychiatrist Prof.Dr. She is married to Volkan Topçuoğlu and has one child.
