Necati was born in 1952 in the Senirkent district of Isparta. He graduated from the Faculty of Medicine of Ankara University in 1976 and started to work as an assistant at the Department of Internal Medicine of Ankara University Faculty of Medicine. He became an Internal Medicine specialist in March 1980. After completing his military service, he started to work as an assistant in the Department of Gastroenterology in the Faculty of Medicine of Ankara University in May 1983. In 1985 he was appointed as an Assistant Professor of Gastroenterology and the same year as Assistant Professor of Gastroenterology. Between October 1985 and December 1986, he won the MONBUSHO Scholarship, which was opened by the Japanese government. At the Tokyo Women's Medical College Hospital, he especially improved the knowledge and experience of diagnostic and therapeutic endoscopy and endoscopic ultrasonography.

In 1988 he became an Associate Professor in the Department of Gastroenterology. The "Advanced ERCP course" was attended in the UK in July 1990. In 1990, he won TUBITAK's scholarship to increase his knowledge and experience in stomach cytology and histopathology, dayagnostics and therapeutic endoscopy at the National Cancer Center in Tokyo. In April 1994 he was appointed Professor. In July 1999, he worked at Cleveland Clinic Florida to increase his knowledge and vision. Currently, there are 130 published articles and 9 books "chapter" at National and International level. There are many congresses attended by many local and foreign figures.
