Dr. Downey is Chief of the Division of Podiatric Medicine and Surgery at Penn Presbyterian Medical Center. He earned a Bachelors of Science in Natural Science with majors in Physics and Biology from Mercer University, Macon, Georgia, in 1979. He then graduated from the Pennsylvania College of Podiatric Medicine (now Temple University School of Podiatric Medicine) in 1983. He then completed a three-year residency in foot and ankle reconstructive and traumatological surgery at the Doctors Hospital (now DeKalb Medical Hospital), in Tucker, Georgia. In 1986, Dr. Downey returned to the Temple University School of Podiatric Medicine where he became a Professor of Surgery and Chairman of the Department of Podiatric Surgery.
