Dr. Carroll will lead The NARBHA Institute's work in population health and the social determinants of health in Northern Arizona communities through strategic innovation and best practice collaboration. His efforts will promote synergies with existing programs and activities, such as the Community Needs Assessment commissioned by The NARBHA Institute and being led The Center for Health Equity Research at Northern Arizona University. Dr. Carroll has served in many health care leadership positions, including roles as chief medical officer at Flagstaff Medical Center, vice-president and medical director for population health management at Northern Arizona Healthcare, director of the Indian Health Service (IHS)national telehealth program, and director of the IHS Native American CardiologyProgram.

Prior to joining The NARBHA Institute, Dr. Carroll was the physician program consultant for the Arizona Health Care Cost Containment System (AHCCCS), where he collaborated on statewide healthcare delivery system and improvement initiatives. Dr.Carroll received his M.D. from Dartmouth Medical School. He completed surgical internship training at the Presbyterian-University of Pennsylvania Medical Center, pediatric residency training at the Children's Hospital of Philadelphia, and post-doctoral fellowship training in the Robert Wood Johnson Clinical Scholars Program at the Stanford University School of Medicine. Dr. Carroll and his family have lived in northern Arizona since 1992. He is an active community volunteer and was Chairman of the Board of Directors for the United Way of Northern Arizona in 2016.
