Kathryn A. Phillips PhD

Kathryn A. Phillips is Professor of Health Economics and Health Services Research at the University of California, San Francisco and Founder/Director of the UCSF Center for Translational and Policy Research on Personalized Medicine (TRANSPERS). She has appointments in the UCSF Department of Clinical Pharmacy, the Philip R. Lee Institute for Health Policy Studies, and the UCSF Comprehensive Cancer Center. Dr. Phillips holds degrees from the University of California-Berkeley, Harvard, and the University of Texas at Austin and previously spent eight years working for the federal government.

Dr. Phillips’ research focuses on the use of quantitative tools to examine policy issues relevant to how health care is organized, delivered, and financed in the US. She focuses on personalized medicine targeting health care interventions to patients based on their genetics and its impact on clinical care, health economics, and health policy. She was one of the first health economists to conduct research on personalized medicine and is considered a leader in the field. Dr. Phillips is the Principal Investigator for the TRANSPERS Center, which is a multi-million dollar effort focusing on the translation of personalized medicine into practice and policy. TRANSPERS is supported by the National Institutes of Health and several foundations.
