Julie Locklear PharmD, MBA

Julie Locklear, PharmD, MBA is Vice President for Health Economics & Outcomes Research at EMD Serono, Inc. Dr. Locklear joined EMD Serono, Inc. in January 2013. In this role, she directs the overall strategic planning, execution and dissemination of the health economic value evidence for EMD Serono’s multiple sclerosis, oncology, immune-oncology, infertility, and endocrinology portfolio.

The goals of the US HEOR team are to generate evidence, dissemination data and engage external stakeholders (mainly payers) with scientific and robust data, specifically real-world evidence, long term outcomes and patient-reported outcomes. The Health Economics & Outcomes Research team at EMD Serono, Inc. supports optimal access and reimbursement across EMD Serono’s portfolio.

Her previous experience includes Global Payer Evidence Director at AstraZeneca Pharmaceuticals (2006 to 2013) where her responsibilities focused on the development of successful global reimbursement dossiers across multiple therapeutic areas (for products ranging from oral primary care medications to biologics in specialty care) including inflammation, respiratory, neuroscience and autoimmune disorders.

She has experience leading cross functional internal teams (direct and indirect management), external contract research organizations, and alliance management. Prior to AstraZeneca, she worked for Janssen Pharmaceutica (2000-2006) in a variety of health economic roles including both in-house and customer facing. Dr. Locklear received her Doctor of Pharmacy from the University of Rhode Island and a Masters in Business Administration from Saint Joseph’s University.
