Joel V. Brill, MD AGAF FASGE FACG CHCQM is Chief Medical Officer of Predictive Health, LLC, which performs predictive modeling analysis of medical and pharmaceutical claims data and implements proactive patient care management solutions. His areas of focus include coding and reimbursement methodologies for emerging medical devices and pharmaceuticals, healthcare business strategy, quality improvement, and technologies for medical and care management. Dr. Brill is Board Certified in Internal Medicine and Gastroenterology and has practiced for over two decades in California and Arizona. He has assisted payor organizations, employers, physician groups, and specialty societies develop and implement programs to improve patient care.
Dr. Brill is on the Editorial Advisory Board of Managed Healthcare Executive, Patient Safety & Quality Healthcare, Gastroenterology & Hepatology, Medicare and Reimbursement Advisor Weekly, American Health & Drug Benefits, The Doctors Office, Gastroenterology Coding Alert and Internal Medicine Coding Alert, and a reviewer for several journals. He is on the steering committees for the National Transitions of Care Coalition and the Population Health Impact Institute. Dr. Brill has held management positions with several managed care companies including Blue Shield of California and Prudential Health Care, and currently serves on the Blue Shield of California Pharmacy & Therapeutics and Health Net Infusion Committees. He has worked extensively with the Centers for Medicare and Medicaid Services (CMS) and the American Medical Association (AMA) on coverage and reimbursement issues, served as the Co-Chair of the Part D medication measures Technical Expert Panel for CMS, and participated in NCQA Measures Advisory Panels.
Dr. Brill is the Chair of the Practice Management and Economics Committee for the American Gastroenterological Association (AGA). Dr. Brill represents the AGA at the AMA RBRVS Update Committee (RUC), the CPT Editorial Panel, and the Practice Expense Review Committee (PERC). In 2004, the AMA presented the Burgess L. Gordon Memorial Award to Dr. Brill for outstanding service to the CPT process. He is the AGA representative to the AMA Physician Consortium for Performance Improvement (PCPI) and the AQA Alliance, which are developing pay-for-performance measures. He is a member of the American College of Physicians (ACP) Subspecialty Advisory Group on Socioeconomic Affairs (SAGSA), the Physicians’ EHR Coalition Committee, and the American Society for Gastrointestinal Endoscopy (ASGE) Practice Management Committee. Dr. Brill is the CME Chair and a member of the Board of Directors of the American Board of Quality Assurance and Utilization Review Physicians, Inc. (ABQAURP).
Dr. Brill is an Assistant Clinical Professor of Medicine at the University of Arizona School of Medicine, an Adjunct Assistant Professor of Medicine at Midwestern University, and a lecturer at the School of Health Management & Policy at the WP Carey School of Business at Arizona State University. Working with the Rural Health Office at the University of Arizona, he assisted in the development of a model enabling American Indian tribes to privatize their health care system from the Indian Health Service. Dr. Brill was appointed by the Arizona Board of Regents to the Arizona Area Health Education Centers Commission and previously served on the Arizona Health Care Cost Containment System (AHCCCS) task force on Health Care Coverage in Arizona.
