Lieutenant General Burney has extensive experience in leading the health response in emergencies, as well as vast administrative, professional and academic experience spanning over 36 years. During service in the Pakistan Army, he held key command and policy-making appointments including Commandant Armed Forces Institute of Urology (AFIU), Director General Surgery, and Surgeon General of the Pakistan Army.

General Burney is the former Surgeon General / Director General Medical Services (Inter-Services), Pakistan Armed Forces. He is a General Surgeon and Urologist by profession and a fellow of the College of Physicians & Surgeons and International College of Surgeons. He was entrusted with the responsibility of planning, organizing, and executing successful medical support to the affected population during the earthquake of October 2005 in Pakistan. He also organized the largest International Medical Conference on Disaster Management (ICDM 2007) at Islamabad, attended by top international medical experts and regional head of WHO (EMRO). During the Pakistan floods of 2009/10/11, he made an immense contribution in controlling water-borne diseases, Malaria, Dengue, and other infectious and communicable diseases.

He has also been deeply involved in the diagnosis, treatment, and prevention of Tuberculosis, Diabetes, Hypertension, and Heart diseases. He remained on the faculty of Surgery and Urology at AFPGMI (Armed Forces Post Graduate Medical Institute) and CPSP (College of Physicians and Surgeons Pakistan) and the elite panel of examiners of various national universities for Fellowship and Postgraduate examinations.
