Frances Cullen is an attorney practicing law in Atlanta, Georgia. Ms. Cullen represents physicians and other healthcare professionals before State Licensing Boards. She has extensive experience with a broad range of issues affecting healthcare professionals and their impact on professional practice. Ms. Cullen also acts as legal counsel to professionals for Medicaid and Medicare recoupment and criminal fraud cases, and provides criminal defense representation.

Since 1996, Ms. Cullen has acted in the capacity of Hearing Officer and Administrative Law Judge for the Atlanta Public Schools. She has previously held the position of Chairperson of the Administrative Law Section of the State Bar of Georgia and Chairperson of the Atlanta Bar Association Lawyer Referral Service after several years as an active Board member for those committees. As a former Fulton County Assistant District Attorney, Ms. Cullen prosecuted criminal felony crimes and as a former Assistant Attorney General for the State of Georgia, Ms. Cullen previously served as legal counsel to eight state licensing boards, including the Georgia Composite Medical Board.

A graduate of the Georgia State College of Law in 1991, Ms. Cullen was Student Writing Editor for the Law Review and awarded the Outstanding Law Student by the National Association of Women Law Students. Ms. Cullen attended the University of Rochester, Rochester, New York and the University of Sussex, Brighton, England.
