Dr. Felix is a physician epidemiologist and Maternal, Child, and Community Health specialist. He studied medicine and holds a master’s degree in Epidemiology from the University of Rwanda and a Doctor of Philosophy (PhD)in Medical Sciences from RadboudUMC University/Nijmegen-Netherlands. Currently, he serves as Division Manager of Maternal, Child, and Community Health Division within Rwanda Biomedical Center (RBC), the implementing entity of Rwanda Ministry of Health. Since 2010, he has been working in the area of Reproductive Maternal, Neonatal, Child, and Community Health leading or being involved in the development of policies and guidelines related to RMNCAH oversees their implementation through capacity building, mentorship, monitoring, and evaluation for health facilities and community health-related interventions as well vaccines preventable diseases.

Prior he worked as a general practitioner for 4 years in Butare teaching hospitals and district hospitals, especially in maternity service before joining the Ministry of Health in 2010. Dr. Felix served as Principal Investigator for several large research projects including operational research in Rwanda and multi-country research collaboration. He published or co-published research on the health systems with a particular focus on Reproductive, maternal, newborn, child, and adolescent health as well as vaccine-preventable diseases. He is currently the chair of the Rwanda National Reproductive, Maternal, Newborn, Child, and Adolescent Health Technical Working Group.
