Erica Pham is Government Relations Counsel at Kaiser Permanente, the nation’s largest nonprofit integrated health delivery system, delivering health care to more than 9 million members in eight states and the District of Columbia. She counsels the organization about federal and state laws and regulations and advises senior leaders on business strategies for implementing health care reform. Erica also leads advocacy efforts before federal and state legislators, regulators, and industry trade groups. Before joining Kaiser Permanente, Erica served as Special Assistant to the Director and Deputy Administrator of the Center for Consumer Information and Insurance Oversight (CCIIO) at the Centers for Medicare and Medicaid Services (CMS). She began her legal career at Dentons, LLP in San Francisco as a regulatory and litigation attorney. Erica received her B.A. in Public Health Studies from the Johns Hopkins University and her J.D. from UC, Hastings College of the Law.
