Emily Oshima Lee is the Assistant Vice President of Health Strategy with HMSA where her work focuses primarily on building an integrated delivery system and redesigning provider compensation models to drive patient-centered, sustainable care.

Prior to joining HMSA, Emily worked on federal health policy at the Center for American Progress (CAP), a think tank in Washington, D.C. At CAP, Emily developed and advocated for federal policies to create a higher-value health care system, which included leading a consortium of providers, payers, policy experts, and patients to develop an episode-based payment model for oncology, which largely contributed to the current CMS oncology bundle demonstration model. Emily’s work has appeared in The New England Journal of Medicine, Health Affairs and The Annals of Internal Medicine.

Emily’s experience also includes work with the science, medical, and public health group of the American Medical Association in Chicago, Illinois, where she worked on the Affordable Care Act policies with an emphasis on health outcomes for vulnerable populations. Emily’s prior experience also includes work with low-income, HIV-positive families in a managed-care setting.

Emily was born and raised in Hawaii and holds a Master’s degree from the University of Chicago and a Bachelor’s degree from Northwestern University. Emily and her husband David are proud parents to 2-year old Noah.
