Elinor Bouvy-Berends obtained a dental degree at the University of Utrecht in 1968. From 1974 to 1997 she was affiliated with an institution for people with intellectual disabilities Craeyenburch, now IPSE/De Bruggen in Nootdorp. In 1988 she was one of the founders of the Bitter foundation, an institution for Special Dentistry in Rotterdam, in anticipation of the Special Dentistry Regulations of 1990. Together with the Institute for Anesthesiology of the Erasmus Medical Center in Rotterdam, she has been providing anesthesia care outside the Netherlands since 1989. hospital, at their own treatment location. In the period 2001-2008, she provided the elective course for disabled care and difficult-to-treat children at Radboud University Nijmegen. Elinor Bouvy was, among other things, chairman of the Association for the Promotion of Dental Health Care (VBTGG). She was a founding member of COBIJT in 1988. In 1993 she became the first female chairperson of the Dutch Dental Association.

She contributed to the organization of special dentistry and was involved in education in the field of pain management, (nitrous oxide) sedation, and anesthesia for special care groups. She was recently guest editor of the November edition of the Nederlands Tijdschrift Voor Tandheelkunde with the theme: women in dentistry. Since 2016, she has chaired a patient organization for the extremely rare condition fibrodysplasia ossificans progressiva, the FOP foundation in the Netherlands.
