Dr. Ulysses Dorotheo is a Filipino neuro-ophthalmologist and tobacco control, advocate. His 20+ years of clinical experience involves patient care and education for both communicable and non-communicable diseases. His major achievements, however, are mainly in the field of public health, to which he has devoted more than 15 years in tobacco control policy advocacy. Such work revolves around implementation of the various provisions of the WHO Framework Convention on Tobacco Control (FCTC), primarily in the Association for Southeast Asian Nations (ASEAN) region but also globally, and involves capacity building and technical assistance through policy papers and briefings, regional and in-country workshops, and expert testimony requested by governments, either directly or in collaboration with governmental and non-governmental partners at the national and regional levels.

He actively participated in the development of the FCTC implementation guidelines for Article 6 (tax and price) and Article 11 (packaging and labeling) and previously led the Southeast Asia Tobacco Control Alliance (SEATCA)’s Southeast Asia Initiative on Tobacco Tax, which contributed to the successful tobacco tax reform in the Philippines in 2012. Currently, he is SEATCA's FCTC Program Director and represents SEATCA in the ASEAN Health Cluster on healthy lifestyles that includes NCD prevention and control, sharing lessons learned from tobacco control for possible application to other NCD risk factors and supporting ASEAN Member States in developing and implementing relevant country and regional actions. He is also a member (and former Chair) of the board of the Framework Convention Alliance (FCA), which is the global alliance of tobacco control NGOs supporting the WHO FCTC.
