Donna Paine PharmD, MBA

Donna is currently the Specialty pharmacy program manager with Blue Cross & Blue Shield of RI (BCBSRI). In this role she has responsibility for establishing formulary access, developing cost management and quality of care initiatives offered through the pharmacy program and creating provider-directed education and pharmacy performance incentive programs.

Donna oversees the specialty pharmacy program that she implemented in 2008. Program components include use of preferred specialty pharmacy providers, clinical and utilization management services, and adoption of appropriate cost share design to support the benefit. This program served as a model for other health plans in optimizing the use of high cost biologics including drugs typically managed through the medical benefit. Donna is deeply involved with an initiative to consolidate medical and pharmacy specialty drug management and reconcile benefit discrepancies.
