Don Novo brings an extensive knowledge of Medicaid and health reform to HMA. Policy innovations and system transformation are the hallmarks of the distinguished track record he established in state government and with the Centers for Medicare and Medicaid Services (CMS). He provides guidance, research, and advice to clients on a variety of issues including Medicaid, Medicare, systems reform, business process re-engineering, Health Information Technology (HIT) and Healthcare Marketplace and Exchange issues.

Don’s 22 years of experience working in Medicaid and publicly financed health care models allows him to apply real world expertise, technical assistance, and guidance to transforming healthcare systems to ensure efficient operations while maximizing reimbursement opportunities. Prior to joining HMA, Don worked on federal and state based Exchanges and health reform implementation for CMS managing engagements with 36 states participating in the Federally Facilitated Insurance Marketplace (FFM).

He facilitated Medicaid rules data collection to ensure appropriate identification of Medicaid and CHIP eligibility rules, ensured FFM rules complied with approved and pending Medicaid State Plan Amendments, oversaw information gathering with states for display on Healthcare.gov, and served as a member of the Critical Incident Response Team.
