Dr. Fowler was born in Bulawayo, Zimbabwe. His interest in medicine and pathology started in 4th grade. He completed medical school in 1983 and followed that with an internship in general medicine and surgery. The internship was followed by a year in pediatric pathology at the Red Cross Children's Hospital and a residency in forensic pathology at the University of Cape Town before moving to Baltimore in 1991. Following two years of residency in the Department of Pathology at the University Of Maryland, he completed two years of Forensic Pathology Fellowship at the Office of the Chief Medical Examiner for Maryland and joined the staff as an assistant Medical Examiner.

He is board certified in anatomic and forensic pathology by the American Board of Pathology as well as his Master of Medicine in Forensic Pathology from the University of Cape Town. He held the positions of Deputy Chief ME for Autopsy Services and Statewide services before becoming interim Chief ME in 2001. In 2002, Dr. David Fowler was appointed the Chief Medical Examiner for the State of Maryland. Dr. Fowler is an Associate Professor at the University of Maryland in the Departments of Pediatrics and Pathology, faculty at the National Study Center for Trauma and EMS, the Center for Injury Research and Policy at the Bloomberg School of Public Health at Johns Hopkins and multiple visiting professorships internationally. He has numerous book chapters, scientific journal articles, and formal presentations to his credit.

Dr. Fowler maintains a wide interest in all aspects of Forensic pathology and currently serves on the Forensic Sciences Standards Board. Dr. Fowler is active on multiple committees in the National Association of Medical Examiners and is a past president of that organization. He is an advocate for the use of death investigative data to inform public leadership and protect the communities' public health and safety.
