David Ellenbogen BA, JD

David Ellenbogen serves as Vice President Assistant General Counsel in the legal department at Baylor Scott & White Health in Texas. David provides legal support for the Scott & White Health Plan, the provider-owned health plan of Baylor Scott & White Health. Prior to working for the Health Plan, David had Baylor Scott & White Health system responsibilities for regulatory and compliance issues (including privacy), and for internal investigations. David Ellenbogen has served as Vice President Assistant General Counsel at Baylor Scott & White Health in Temple, Texas since 2010.

Prior to working at Baylor Scott & White, he was an Assistant Attorney General in the Texas Attorney General’s Civil Medicaid Fraud Division. David also worked at a boutique litigation firm in Michigan, primarily practicing complex civil litigation, including Medicare and Medicaid issues. Right out of law school, David clerked for the United States Tax Court in Washington, DC. David received his Juris Doctor degree from the Washington University School of Law in St. Louis, Missouri in 2001.

David is currently serving as Chair of the Healthcare Fraud and Compliance Interest Group and the Distance Learning Committee for the Health Law Section of the American Bar Association. David was also listed as a Rising Star Super Lawyer for civil litigation. David has also served as an instructor at the University of Texas Law School litigation institute. David is a frequent presenter on a variety of healthcare legal topics.
