Dr. Chou has been on the faculty of the University of Washington since 1998 in the Department of Laboratory Medicine where he is director of informatics and is responsible for oversight of phlebotomy services and point-of-care testing. In 2005, he became the CTO of UW Medicine IT Services (ITS) which is responsible for managing clinical and administrative systems for UW Medicine. ITS supports electronic health records from three vendors, and operates more than 400 applications, 1300 servers and 15,000 desktops. In addition to overseeing technical infrastructure, he co-chairs UW Medicine’s ARRA Meaningful Use Committee, which has the responsibility for coordinating meaningful use activities for UW Medicine hospitals and practitioners.

Prior to coming to UW, Dr. Chou spent more than 13 years at the Cleveland Clinic. Dr. Chou holds a B.S. in chemistry from Carnegie-Mellon University, a M.D. from University of Pittsburgh, a M.S. in computer science from University of Minnesota-Twin Cities, and is boarded in clinical pathology. He has worked on computers since 1964, observing a five-decade revolution from mainframes to smartphones. Dr. Chou is a fellow of the College of American Pathologists and the National Academy of Clinical Biochemistry, and chaired the Consensus Committee on Laboratory Automation and Informatics of the Clinical Laboratory Standards Institute.
