Dagmar Hedrich is Head of the Health consequences and responses sector at the European Monitoring Center for Drugs and Drug Addiction (EMCDDA) in Lisbon, Portugal. She trained as a psychologist at Justus Liebig University in Giessen, Germany and gained a postgraduate qualification in the treatment of dependencies in 1986.

Dagmar has worked in Germany, France and Portugal and her initial work experience covered longitudinal research on recovery from heroin addiction and drug services planning and coordination at city level. Since 1991, she works in European intergovernmental cooperation on drugs issues: as administrative officer for the field of demand reduction at the Pompidou Group of the Council of Europe (1991-1997); after her move to Lisbon as freelancer for UNAIDS, UNODC and the EU (1998-2001) until she joined the EMCDDA in 2001.

Dagmar and the colleagues in the Health consequences and responses sector are in charge of developing and improving data collection in the field of health consequences, such as drug-related infectious diseases and drug-related deaths, as well as on health and social responses, and are managing three main expert networks. The Sector’s focus is on harmonising data gathering and analysis of multiple treatment and harm reduction datasets, including responses in prison settings, and on contributing multi-indicator analyses to main EMCDDA publications and scientific papers.
