Cesar Leos-Toro is a Scientific Collaborator at the Institute of Global Health - University of Geneva. He is an active co-investigator with the International Cannabis Policy Study, and most recently, a consultant with the World Health Organization’s Health Promotion Department in the Less Alcohol Unit. He received his PhD from the University of Waterloo's School of Public Health & Health Systems where his doctoral research focused on aspects of Canadian cannabis control regulations and the impact that its legalization may have on population health. He continued to a post-doctoral position at the Jacobs Center for Productive Youth Development - University of Zurich. Overall, he is interested in the impact of substance use policy on subsequent health behaviors and population health measures. His research interests include chronic disease prevention, health risk communication, and etiology of substance use disorders to best understand intervention points for the promotion of health and well-being along the life course.
