Dr. Morgan is a Professor of Clinical Pediatrics and the Chief of the Section of Child Development at the University College of Medicine at Peoria. He completed his medical training at Johns Hopkins Medical School and his residency at Children’s Memorial Hospital in Chicago, and then returned to Baltimore for a fellowship in Developmental Pediatrics at the Kennedy Institute. Prior to his fellowship, he studied neonatal development at the Port Royal Hospital in Paris and completed NDT certification at the Bobath Institute in London.

Dr. Morgan wears many professional hats including the Medical Director of Pediatric Developmental Rehabilitation at the Children’s Hospital of Illinois in Peoria, Medical Director of Easter Seals of Central Illinois, and Medical Consultant to Peoria School District #150. His specific interests are hypotonia, the early diagnosis of cerebral palsy, the diagnosis of ASD and the development of functional outcomes for intervention. He is a past member of the Interagency Council for Early Intervention and was the primary author for much of the initial state-wide EI training.
