Dr. Richard J. Schuster is a Professor in the Department of Health Policy and Management in the College of Public Health at the University of Georgia and Director of the newly created Center for Global Health at the University of Georgia and Graduate Certificate Program in Global Health. Prior to the University of Georgia, Dr. Schuster held the first endowed chair, the Oscar Boonshoft Chair of Health Systems Management, at Wright State University Boonshoft School of Medicine. Dr. Schuster was also Director of the Center for Global Health Systems, Management and Policy, and MPH Program Director at Wright State University Boonshoft School of Medicine.

Over his long career in health systems research and work in systems implementation and improvement, Dr. Schuster created a private practice medical group, a hospital based ambulatory practice, and academic organizations, including a Division of Health Systems Management, a Center for Global Health Systems, Management, and Policy and a Center for Global Health. He has been involved in the creation or management of a Physician-Hospital Organization (PHO), Physician Organization (PO), and a Provider Service Organization (PSO) – predecessor to the Accountable Care Organization (ACO). He has been involved in managing or advising quality care and clinical utilization programs for capitated provider organizations (Kettering Medical Center – Dayton, Ohio), commercial insurance organizations (United HealthCare), Medicaid HMOs (Dayton Area Health Plan), and employer driven health plans (Tri-River Health Plan, Dayton, Ohio). He has been on the boards of a PRO, community blood center, visiting nurse service, community nursing home, and is Secretary of the Board for the Consortium of Southeast Hypertension Control organization. Dr. Schuster is a licensed physician in Georgia, Ohio, and New York.
